RCGP embraces European Graduates:

The present system of GP training meets the minimum European Union requirements only and, even when educational opportunities are optimised, the existing three-year programme is no longer able to accommodate the increased training needs of future GPs.


It is not a new idea to recruit medical practitioners from countries that have a possible surplus – but it is a sensitive one. It is essential that the training in those countries mirrors or exceeds UK training standards, to ensure that those practitioners are fit for the purpose – that is, to practise as a General Practitioner (GP – or Family Doctor) in the National Health Service (NHS). GP Vocational Training Schemes (GPVTS) across European Countries, including UK, have been modified and unified, adhering to what has been labelled the Bologna Process. This is an ongoing exercise. Under this legislation, European GPs, wherever they have completed their GPVTS, can be granted full General Medical Council (GMC) registration with a licence to practice in the UK – and once granted this licence, they are exempt from any further vocational training.

There is a shortage of General Practitioners in the UK already, and widespread evidence of unfilled NHS GP training places does not bode well for the future GP workforce.

Fit to practice

Granting registration with a licence to practise is at the discretion of the GMC. It is not an automatic right. Through the process of application assessment the following is being assessed:

  • GP postgraduate experience and qualifications in medicine
  • GP overall career history in medicine
  • GP registrations or licensing elsewhere in the EEA
  • GP current position
  • English IELTS 7,5 Certificate, proficiency level

Depending on particular GP circumstances further information might be needed if a GP:

  • has more than a year’s break in practice
  • appears to have had a fragmented history of medical practice
  • is not currently registered or licensed with any medical regulatory authority in the Europe
  • is not currently working at the time of application

Fit for purpose

The second round of the process leading to GP approval for working within the NHS is their inclusion on National Medical Performers List (NMPL). Entry to that list is subject to the same rigorous checks as those undertaken by the GMC, along with further English language testing.

  • Cardiopulmonary resuscitation (CPR) certification
  • Evidence of child protection competence at level 3
